HUMAN RESOURCE CLERK (SUPERVISOR)

REQUIREMENTS:

  • Grade 12 Certificate or relevant equivalent qualification.

  • Minimum of 3 years’ experience in a Human Resource environment.

Job-related Knowledge:

  • Registry duties and practices, including data capturing and computer operation.

  • Legislative framework governing the Public Service.

  • Storage and retrieval procedures relevant to the work environment.

  • Understanding of registry work.

Job-related Skills:

  • Planning and organizational skills.

  • Computer literacy.

  • Communication (verbal and written).

  • Interpersonal relations, flexibility, and teamwork.


DUTIES:

  • Supervise and implement human resource administration practices.

  • Manage human resource provisioning (recruitment, selection, appointments, transfers, verification of qualifications, secretariat functions at interviews, absorptions, probationary periods).

  • Implement conditions of service and employee benefits (leave, housing, medical, injury on duty, long service recognition, overtime, relocation, pension, allowances).

  • Handle termination of services.

  • Recommend and approve PERSAL transactions according to delegations (final authorizations at Assistant Director level or higher).

  • Manage performance management processes.

  • Prepare reports on human resource administration issues and statistics.

  • Handle HR administration enquiries from internal and external clients.

  • Supervise human resources staff, allocate tasks, and ensure quality of work.

  • Conduct personnel development, apply discipline, and assess staff performance.

  • No appointment without proof of successful completion.


ASSESSMENTS AND SELECTION PROCESS

  • Pre-entry assessments for all shortlisted candidates:

    1. Practical assessment

    2. Integrity (Ethical Conduct) assessment

  • Selection committee scores assessments to evaluate suitability.

  • SMS candidates undergo:

    • Interview

    • Practical exercise

    • Integrity assessment

    • Recommendation for generic managerial competency assessment in line with DPSA guidelines.
