Purpose of the Position:

Minopex, through its division DRA Water, is seeking a Junior Safety Officer for their project at the Klipsruit Water Treatment Plant in Mpumalanga. The Junior Safety Officer will assist the Site Manager in implementing, monitoring, and maintaining health, safety, and environmental standards across the workplace, ensuring compliance with all relevant legislation, company policies, and procedures.


Key Responsibilities:

Legislation Compliance:

  • Ensure compliance with:

    • Mine Health & Safety Act No 29 of 1996

    • Occupational Health and Safety Act No 85 of 1993

    • National Environmental Management Act No 107 of 1998

    • Local Bi-Laws

  • Confirm that work practices comply with legislative requirements and site-specific safety standards.

  • Ensure all legal appointments are available and up-to-date.

  • Coordinate medicals, training, and fitness assessments for all staff.

Health, Safety, and Environmental (HSE) Systems:

  • Implement and maintain the HSE system (HSEC Online, Isometrix).

  • Develop and maintain Legal Compliance Registers.

  • Ensure adherence to all company and client policies and procedures.

  • Provide on-the-job HSE training and coaching.

Risk Assessment:

  • Develop and review site-specific risk assessments (BLRA and IBRA) in consultation with stakeholders.

  • Ensure pre-work risk assessments are conducted before activities begin.

  • Monitor risk management processes and implement corrective actions where necessary.

Communication & Development:

  • Coordinate HSE awareness material and communicate these through Toolbox Talks.

  • Maintain communication with all stakeholders to ensure transparency about successes and challenges.

Site Inspections:

  • Conduct statutory and regular inspections to ensure compliance with HSE policies.

  • Identify unsafe conditions or behaviors and enforce corrective actions.

  • Maintain an inspection schedule and measure program success.

Incident Investigations:

  • Lead incident investigations, conduct root cause analysis, and drive corrective actions to closure.

  • Ensure incidents are reported and documented correctly.

Emergency Preparedness:

  • Develop and maintain emergency preparedness procedures.

  • Conduct regular risk-based emergency drills and document findings for improvement.

Training and Development:

  • Facilitate safety training for all site personnel.

  • Maintain records of safety-related training and competencies.

  • Ensure training aligns with modern practices and legislative requirements.


Minimum Requirements:

Qualifications:

  • Matric (Grade 12) or equivalent qualification (NQF Level 4)

  • SAMTRAC/COMSOC 1 or 2

  • ISO Certifications (9001:2015, 14001:2015, 45001:2018)

  • Mine Health & Safety Act Legal Liability

  • NEBOSH Certification (IGC) or National Diploma (NADSAM)

  • Risk Assessment Certification (ICAM / RCAT / TAP Root)

  • Driver’s License for manual vehicle (advantageous)

Experience:

  • At least 3 years of demonstrated HSE experience in an operational environment.

  • At least 2 years of experience with Mine Health and Safety Act knowledge.

  • At least 1 year of ISO 9001 Quality Management training.

  • At least 1 year of ISO 14001 Environmental Management training.

  • At least 1 year of ISO 45001 Occupational Health and Safety Management training.

  • 3+ years of knowledge in safety procedures and legislative compliance (COIDA, OHSA, Legal Liability, Accident/Incident Investigation).
